Victorian Rental Reforms

Victoria’s rental laws are set for major reform, with changes commencing in November 2025 and new minimum standard upgrades following in March 2027. These reforms aim to raise property compliance, safety, and energy efficiency. Here’s what rental providers need to know:

EFFECTIVE FROM 25 NOVEMBER 2025
  • Minimum standards before advertising
    Properties must meet all minimum standards before being listed for lease. Work can no longer be completed during the leasing process. CAV will conduct random inspections and can issue fines for non-compliance.
  • No ‘no reason’ evictions
    The 90-day notice to vacate at the end of a fixed-term lease is being abolished. Tenants can only be asked to leave for valid reasons such as selling or major renovations.
  • Longer notice periods
    Rent increases and certain vacate notices now require 90 days’ notice.
  • Fixed advertised rent
    No more rental bidding. Rental providers cannot accept offers of higher rent or request more than one month’s rent in advance. Any unsolicited extra rent is disallowed.
  • Standardised applications & data privacy
    Rental application forms will be standardised across Victoria, and unsuccessful applications must be deleted to protect tenant privacy.
  • Annual smoke alarm checks
    Every rental property must have smoke alarms tested at least once a year.
  • Agent licensing & ongoing training
    All property managers must be individually registered, licensed, and complete annual CPD (continuing professional development) training to remain compliant.
EFFECTIVE FROM 1 DECEMBER 2025
  • Child-safe internal window coverings:
    All corded blinds and curtains must be safely installed, with cords secured and out of reach using a guide or cleat placed at least 1600mm high.
EFFECTIVE FROM 1 MARCH 2027

New Energy Efficiency Standards

Over the next two years, all rental properties will need to comply with new energy standards, including:

  • Mandatory ceiling insulation
  • 4-star water-saving shower heads
  • Reverse-cycle cooling in main living areas
EFFECTIVE FROM 1 JULY 2027
  • Draught proofing in main living areas — all external doors, windows, and unsealed wall vents must have weather seals installed to reduce heat loss.
